邵祥发，广东电白人，生于1963年，大学学历。国家一级美术师，金奖艺术家，中华民族杰出艺术家，优秀人民艺术家，国礼艺术家，中国十大德艺双馨艺术家，中华文化名人堂文化名人，广东十大书法家。现为中国书法家协会会员，中央国家机关书协会员，中国东方文化研究会书法研究员，决策中国智库客座教授，英国牛津艺术学院名誉教授，中国管理科学研究院中华大智库书画专家主席团副主席，中国企业报道艺术资本理事会副主席，水墨丹青书画院会员，北京榜书书法家协会副主席兼广西分会主席，二o一八年被授予中国当代书法十大风云人物。
